Likely a letter between colonial officials, author is likely an Indian Affairs officer and not a soldier. Author writes about falling into disfavour with the Dellewers/Dellewars, the murder of some Indians at Beaver Creek, and an upcoming treaty with the implication he has been to

Proclamation to Protect Mississauga Fishing/Burial Grounds  

This proclamation of the government of Upper Canada states that British subjects in Upper Canada who commit depredations upon Mississauga fisheries or burial grounds will be "proceeded against with the utmost severity," as such actions are "in violation of the friendship existing between His Majesty

Thomas A. tonCoffin to John Johnson. 23 January 1792.  

tonCoffin writes Johnson expressing a concern that the Indians encountered in the Western Country are being supported by the British. Note that a second letter is enclosed on the same piece of paper,
