Proclamation meant to change Indian and settler behaviour.
Gage:
Preventing future quarrels by banning private purchase of land from Indians by settlers, regret that this was not implemented sooner as to prevent present grievances. Believes the English system of Land Grants is better than French system of Holdings.
Tells of war brewing on the horizon led by the Chenussio. Does not want to make a treaty on equal terms, wants full access to Niagara port. Major Gladwin sent to Detroit where the Mohawks are. Governor Penn is in charge of protecting the Conostogoe Indians from Rioters.
