Techniques or Format

Shallow oval carved out of the centre, with wooden dowel running across it lengthwise, inserted into 2 holes. Broken dowel and hole at one end (where a flag might have been inserted?). Carved with concave curve on one end and opposite curve on other end (not symmetrical, navigational?)
