Buckskin, rawhide, steel, multi-colored beads.
Appears as though it's made from a folded piece of buckskin (unclear if the material was cut to fit a general set of dimensions or if it was cut to fit a specific knife or kind of knife). Beads stitched on by hand, with the metal added last.
The beads (red, white, blue and green) are sewn on in a highly irregular pattern, which may or may not have been intentional. Beads seem to follow a vague motif but the stitching changes directions twice, colors change abruptly (blue to green, lighter red to darker red), so the bead work is not precise.
Similar-looking objects date to anywhere between 1850 and 1900.
