The museum catalogue says that this item was collected in Missouri Territory; near Missouri River. The Missouri Territory was a much bigger space than the present state of Missouri. The territory existed between 1812 and 1821. Part became admitted as Arkansas in 1819, and Missouri entered in 1821, while the northern/western part remained unorganized. This piece is attributed to the Delaware. There were Delaware living near Cape Giradeau until 1815, when they moved to what is now Arkansas, and then moved again. https://delawaretribe.org/services-and-programs/historic-preservation/removal-history-of-the-delaware-tribe/.
